Note: It is my understanding that although this will allow companies like Factory Five, Superformance and Kirkham to sell complete cars, they will have to install engines that meet EPA standards.
What's the point?

The point is that FFR or others couldn't sell turnkey cars (completed car with drive train) directly to the public.
Now they can as long as the engines meet Smog requirements.
